Blowout means that a bright light source bleaches out detail and color of the surrounding area of the picture.

A digital camera's tendency towards blowout makes it almost incapable of capturing "starbursts or moon beams" --two photo effects that often add a dramatic impact to a picture. This is especially true in underwater photography, where starbursts and moon beams emphasize the boundary between water and air. Consider the film images below:

Typically, in digital photography, a bright light overpowers the surrounding area, bleaching out detail and color.
